There are already mutators out, check some other part of the forums (can't remember where exactly off the top of my head), there is a rough guide, although it should be easier once we have the mod tools.
But there are definately some mutators out already.

Having the SDK will make creating mutators much easier as you will have the source code so you will be able to look at the code your extending or changing, and you'll have the proper tools needed to compile.

Also, regarding when the SDK will be released, it will be out very soon. All testing shows that it is working well, so it will be out in "Beta" form ASAP. Mind you, "Beta" form means it could have some bugs in it, so use it at your own risk :) But we figured it would be best to get it into your hands as quick as possible, rather than spend another month testing every possible option to make sure it is bug free.
