your right but TWI doesnt have any plans to this affect and trying to get 1 team to work together is hard enough without trying to get all 3 to work together and share content

Exactly my point. It might be ideal to get all three mods to work as just an "expansion" of RO, but without some serious coordination, it'd probably be impossible.

From my experience as a modder, usually team mergers fail wholeheartedly due to the conflict between members, leadership, etc. There are some exceptions, but for the most part, modders are more successful when they have their own team to operate.
