Pavlov was a man, not a woman....

sgt. Jakob Pavlov, the man who was thought to have led the heroic defence of the apartment block "Pavlovs house" was a man not a woman. Pavlova is the feminine form of the Russian surname Pavlov. Therefore Dom Pavlova is referring to a woman not a man, it should simply be Dom Pavlov. It was also not known as Pavlovs house until after the battle...

Like The Commissar said, A is a masculine possessive suffix for words that end with a consonant. If the house was mine, it'd be Dom Nezzera. If the house was Nikita's, it would be Dom Nikity (with bl). Russian is all about suffixes. After learning that you might find some Russian names funny, like Dmitri Medvedev meaning "Dmitri of the bears".

I think it should be called "Pavlov house", not "Pavlov's house", since that guys name was Pavlov, not Pavlov's.

The guys above are right. The "a" at the end of the name indicates that the house is Pavlov's. If they thought that Pavlov was a woman (in which case she would be called Pavlova, that's where you are right), the correct description would have to be "Дом Павловы"/"Dom Pavlovy"
