No he is not. Having too many animation bones in an item, doubles its draw call count. This is also the reason why we had to remove the character mouth bones and animations.
Couldn't this be bound to the graphic settings?
I'm sure you would be surprised how much complexity went into making Batman's cape look right in the Arkham games. I believe one of the devs worked exclusively on the cape and nothing else.

What about Nvidia Physx? Does that help at all?
The cape wasn't done through PhysX. I had to disable that because I don't have an Nvidia card and it caused massive frame drops on my end. Plus, the cape looks just as good on the console versions.

German soldiers had overcoats in RO-OST, and it looked good.
(More accurate than the 'winter outfit' they have in RO2, BTW.)
