As many weapon modders have found out, the damage scaling for both fleshpounds and scrakes are hard coded to use only the stock damage types. The mutator will replace the stock fleshpound and scrake with modded versions of them that let you customize their damage scaling. It is primarily for weapon modders who want to tweak their weapons against them for balance purposes.
