Why is it not aviable?

So looking through offers i found an interesting thing :

I live in Argentina and may I say ... Why?

As you see i already have the game :

I have all perks on 6 bunch of achievements bla bla bla bla

The thing is , why does it appear to be blocked?
I got friends who will like to buy the game but they are afraid of not beign able to do anything , why is it blocked anyway? And sorry if this is posted in the wrong section , i dunno where to put it.
The store page is aviable , but they are afraid of not being able to do anything like I said , im trying to convince them too.

Off-topic, Mirror's Edge was very entertaining. As short as it is though, that price seems just about right for it. It's a great buy with a couple spare quid.
