The package teleports 1700+ meters away?

So I noticed in a few game that sometimes soon after the package is grabbed that it teleports 1700+ meters away under the map. Is it because someone disconnected while holding it? Cheating/Exploit/Bug? I have no idea why it happens or what causes it. It is odd because once I couldnt get to it in time because it teleported from under the map to the top extraction point. It has happened around 5 times. It has happened more often on the mall map.
