Team balancing should never allow more than 32p on a team in a 64p server

Right now its possible to get one team stacked to 33 or even 34 players by switching to the other side when teams are 32/32.

This should not be allowed to happen, and a hard limit of 32 players should apply on a 64 player server, or max player count/2.

Right now this means teams can get a 6.5% advantage in numbers over the other team, which can unbalance gameplay.
