spinning people in online servers

I need help i have a spinning people problem is RO. Spinning: other players doing 360's in place ether prone or standing. This does not happen if the player is looking down the sites. I have AVG free anti-virus and zonealarm free firewall. My dad has the same set-up with anti-virus and firewall and his people do not spin. I have tryed both wireless and wire connections and still the same thing. This is the 2nd time this problem has happen to me on two different computers one a Windows XP computer and my current Vista laptop. I did not download this in steam I have a cd copy. I have seen if my ping goes below 40 then that is when they start spinning I have posted this on the steam fourms for RO and I was told to try here. I play in a sinper server and its really bugging me now because i try to hit someone and there not really there because there spinning i can see them and there not really there. Hit F6 and see if you have any packet loss.
Enable joystick should not be X'ed.

Did you verify the integrity of your game files?

This is caused by Graphical lag. Either tone down your graphics settings or buy a new graphics card. I used to have this problem, espciailly on graphically intensive maps like Alte Z.
Check your Frames Per Second
