Yes you can. Try to reload any weapon, then right before it finishes switch to your pistol, throw a grenade or a medic bag or something and the reload is cancelled. The only thing different between RO2 and BF3/4 is that BF allows you to continue reloading even when mantling or sprinting, which is really retarded.
Suppression isn't that bad in RO2 as well, at least my gun still shoots straight when Im suppressed.
