Can anyone make a mutator that disables zooming on the server side?

He is requesting a mutator, he's hardly demanding. I'm pretty sure he is willing to wait.
And the SDK is out. Kinda. According to some coders I know you don't have to have the SDK to make a mutator anyway. The FK server has had mutators on their server since the beta.

Who told you about the mutator since I would very much like to know how I could compile then.

In theory you should be able to run a mutator for UE3 when it only uses the base classes.
