I actually know already, just wanted to brought this up. The the russian letters mean "penis" and the SVT sniper was in the game all along but with no skin, this one was probably a temp skin.

No this is from an alpha version of RO before it got released.

Im inclined to agree, not only was the scoped SVT from the mod days not skinned, it was not animated, coded, and the model was warped very badly, this has to be from something later than v3.3.
