2D Art Photoshop help

I was hoping that one of the Photoshop gurus could help me out here as I have basic PS skills.

Im looking for a specific type of filter effect for a texture.

The G16 texture used for the terrain heightmap in RO would be a good mask( or alpha channel) for another layer like grass etc, that covers the whole level. But all it does is put all the grass on top af the hills and none in the valleys. Grass is usually on flatter ground and not on slopes. I would like to be able to take the G16 texture and convert it to 8bit greyscale, and put it throught a filter that sets each pixel to a higher value based on how flat it is. It could easily be inverted for rock cliffs etc. Then paste it in as the Alpha channel on another layer. I guess this is a differentiating fiter. Alternatively, can anyone point me to a custom filter tutorial so I can make my own.
