I'm actually curious as to where you heard that.

As far a engine licensing is concerned if you're project is going to ship a build of the editor then there are some additional hoops to jump through with Epic as distribution of any unreal editor code without a license is prohibited.
There are also some extra steps that need to be taken when shipping a project that contained marketplace assets. (take a look at Conan Exiles if you want to know more on that)

What I mentioned above is all on the Developer side, as for perspective modders there really isn't anything that prohibits C++ modding from Epic themselves that individual modders would have to be concerned about.
Now this is all assuming the game is developed to support code (or blueprint) based mods in the first place.

As far as how difficult it would be to create custom content that all depends on how said support is implemented, assuming use of the UGC plugin method C++ or blueprint mods shouldn't be any more difficult to create than in previous engine iterations that used Uscript.
(actually Blueprint in specific opens code modding to a much wider audience which is a massive boon for any modding community)

The reason why UE1/2/3 engines are still close-sourced is the usage (static linkage) of third-party libraries (Bink Video, Karma Ragdolls, etc). That's why UnrealScript was introduced - to allow modding while keeping the C++ sources closed.

UE4/5 engines are fully open-sourced (thanks, Unity!), so nothing prohibits the developers from opening their game's sources. It is up to TWI to make the decision of opening C++ game sources or not.

  • Please pay attention to the gunplay and everything related to movement and interaction with the environment, tactical sprints and everything else, this is a very attractive and important feature, hire a specialist who worked with warzone, a lot of people like it, most of my friends are delighted with the COD just because of the charm of the weapon, including me,the weapons in the previous parts of kf1,2 were good, but not always, it didn't always shoot pleasantly, it didn't always look nice, there were tactical perks for moving that didn't show it in animations, just bare statistics, add if not complete, then fixed customization of weapons, depending on the current perks or the player's level, terraforming of space(BF SERIES), with weapons or special means or conditions, so that it would be possible not just to cut a passage in some place, but also to influence the attacking wave, force them to bypass any debris and obstacles that have appeared, until zeds capable of paving a short path appear.

Let me stop you in the first paragraph.
"hire a specialist who worked with warzone" is a total nonsense and makes no sense whatsoever. I would rather TWI stay true to their own vision of the game taking minimum amount of user feedback into account on core game design features. Especially since KF3 is claimed to go back to its roots, there is no place for any Call of Duty features, especially since Killing Floor and Medal of Honor pioneered tactical reloads in games in first place. They surely know where to stop.

This is not a COD game... and please do not implement anything that has to do with COD. Gunplay in KF2 is just about as good as it gets.

And for the sake of.... please just ignore sliding on tarmac and concrete... its for kids... its retarded to slide around on tarmac...

The reason these games became so popular is to keep it simple.

Gunplay, bodyparts, horror, feeling helpless etc.

PLEASE TWI ignore all comments where people are talking and comparing KF3 to COD...
