I can confirm this. The item is color-bugged.

There is a rule with cosmetics:

Is it a new cosmetic? Yes/No
if yes, is it bugged? Yes/No
if no, look more, because it is.

every last patches (I would say at least the last 5 patches) the new items were bugged. All the newly added weapons too. That's a constant with TWI.
