Black bullet hole textures

Hello,
I was on FF the other day, messing around with the P38, when I noticed these black squares on the ground:

At first I thought it was only that area of the map, until I found the same thing in Apartments:

Instead of bullet holes I find black squares. I also notice that I rarely see bullet holes when I fire at the ground, or they're impact. I asked in game, and someone else (forgot the name) said they didn't see bullet holes either.

Here are my specs:

Windows 7 64 bit OS
Intel Core i7 2600K 3.4GHz Processor
ATI Radeon HD 5850
4GB Corsair XMS3 DDR3 1600MHz/PC12800 RAM

Usually square boxes in positions such as those would suggest that a bullet decal system is completely in place but the texture file for the decal is corrupt, missing, or somehow your drivers are messing it up.
