I have gotten to the gulf area but I decided not to touch the gulf yet so I have done minimal exploration in it. I finished all other areas 100% and after I did that I fast traveled to another area and it suddenly gave me all locations, caches and license plates for the gulf even though I know I have barely entered the gulf even. RIP my exploration.
