you need to start with a wav file import and add as an ambient sound, you can either trigger this in kismet or add as a looping constant ambient sound.
If you need a sound that plays to all players once then use the play sound in kismet
You can also use the AkEvent objects in Packages > Audio > Ambient, but you need to use Kismet to load the AkBank corresponding the the AkEvent you're using
You need to be aware though. For some reason KF2 kills all ambient sounds in game, if your game volume is below 50%. A workaround for that is to increase your volume to 100% and turn down the game volume in the windows sound mixer.
Im playing with low volume because of skype and stuff, so its a problem for me at least
