Also, i forgot to mention but one could also take into account one's physical nature.
I'm a pretty good long distance runner, but i absolutely suck at sprinting and i tire out after several seconds. No training in the world is going to make me a good sprinter, it's just not in me.
Others however are good at sprinting but suck at long distance running. I guess RO's stamina system is somewhere in between.
