I've always thought molotovs should be in implemented for the Russians, as they really were very common and effective AT weapons. Remember the Hungarian uprising in the 60's? Lots of molotovs used effectively there. I don't think they should be hard to implement, if done correctly. Simply give it a shortened grenade tragectory, and lob them at armour. Land it in open top vehicles, and everyone inside burns, on AFV's, land it on the engine deck and the engine burns out. Just a quick explosion, followed by the usual animations for an engine fire. In russian squads, one soldier usually carried a whole bunch of cocktails either on a bandolier or in his meshok. He was not an AT specialist, per se, but would be pass the cocktail if enemy armor was spotted (every russian had a lighter for his cigarettes/cocktail). It kinda ****ed if you were shot as the molotov man though; either you literally exploded or no one came to help you for fear that you would explode. War ****s.
