Level Design songs in custom maps not against rules?

Just because some maps have copyrighted songs or materials doesn't mean it's legal. Most likely they are just doing it anyway either because they don't care, or they don't know any better. What exactly Tripwire's legal stance is on it I don't know - as far as I understand it, when you create a map using the KF2 assets, you are the owner of said map and all responsibilities of it fall to you even though it is Tripwire's game. So legally, the map maker is the one violating copyright laws, not Tripwire.

If it were to be discovered and legal action taken, I would imagine that Steam would get involved as the map (I assume) is hosted via their Workshop, and that the map would be forcefully removed.

This is all just speculation though, I don't know what the actual procedure is.
