This feature is already in some wish lists but there isn't an actual suggestion made for it.
The idea of warm up is simple.
Some people take longer than others to get in the server, while ideally you want people to start with the real game at the same time.
A common method used in a lot of games is just to let people wait till some time passes and then let the game start. The issue in public servers is that waiting for a longer amount is boring, while for short amounts not everybody can join so the game starts before everybody is in.
The idea of warm up is letting the server run a quick X minute round of team death match, before the real game will start. This allows both the final team and class selection to happen when everybody is in the server, as that it doesn't bore people to death in public games waiting for others to join.
Logically this should be fully optional. But it was a feature that really worked well in Return To Castle Wolfenstein: Enemy Territory.
