I think he means TWI is the supplier and Valve/Steam are the distributor.

RO2 is not a Valve game its a third party (TWI) game supplied through Valves Steam distribution system.

It sounds like he is saying he bought the game in CD/DVD form and he cant play it due to a VAC ban I guess and wants his money back!

As far as I am aware it's only available through Steam, I dont think it has ever been sold in CD form unlike RO1 was, or has it?
Perhaps TWI could clear this matter up.

There is a disc version of RO2, but it requires a Steam activation, followed by a gigantic update if you installed from the disc. There's really no point in owning a hard copy at this point.

No matter where you buy RO2, it will require Steam to work, which is what makes it a Steamworks game. Steam features are heavily ingrained into the game.
