Obviously, some weapons like the M32 Grenade Launcher would need to be disabled, probably 1/3 or 1/2 of weapons :D.
Not sure about perk lvls etc. That could be customized in a loadout or such. You have a limited amount of dosh, pick all your stuff, and play until you change your loadout.

Biggest problem with gun game, or I guess Arsenal Ascent in KF2, is that you have a completely perk/class-agnostic weapon forcing mechanic in a game where almost all the weapons are designed with perk bonuses in mind. So you have a handful of legitimately good offperk weapons and a ton of less-useful ones. Yes, everyone is stuck with the Survivalist, but that doesn't help you with the weapons themselves, and that goes double for when your skill selection means you really don't mesh with the random weapons you're given.

If you roll the M14, too bad, because the M14 was designed with Sharpshooter's passives and bonuses in mind (recoil reduction, Marksman's firing speed boosts, headshot damage bonuses).
If you roll shotguns, oops, Survivalist gets absolutely no bonuses to them except if you already had the fast reloading skill on. No real damage boost to speak of or penetration boost to offset the slow-firing rate of most pump-actions.
If you were picking Medic Expert, better hope the game doesn't sandbag you with a clunky melee weapon you have no bonuses whatsoever for.
If you roll the Freezethrower, too bad, because you're competing to see who gets the most kills the fastest in that mode and the Freezethrower is designed as a support weapon to help other players get kills.
If you roll something like the HRG Vampire, oh well. Have fun coping and seething next to that same guy who rolled the Locust.

And so forth, and so forth. The game absolutely wasn't designed with the expectation that Gun Game would be patched in down the line, so I can only blame them so much for that, but going forward it has to be considered when making the base game so that there's as few uneven edges as possible. Just like the oft-maligned PvP mode, it has to be its own thing separate from the Survival mode mechanics or it's going to be a mess.
