Will the slinger weapons not have any penetration by default? I don't think weapon penetration should be a perk skill considering how low the magazine capacity is for all the pistols. I think it should just be a passive unless the perk skill is simply adding on to the bullet penetration. (But in that case why would you pick it over tactical reload?)
Penetration is a hidden weapon stat. All Support shotguns, the VLAD, and HM-Shotgun have a 2 in that stat, everything other weapon has 0. Zeds each have a penetration resistance value; for crawlers and stalkers it's 0.5, bloat 3, clot variants 1, ect. Every time a shotgun pellet goes through a zed, it loses some of its Penetration stat equal to the Penetration Resistance of the zed it passed through. So without any bonuses a shotgun will shoot through one clot and hit another, or go through 3 stalkers and hit something behind them. The perk passive for support is a multiplier that boosts that weapon stat, so it can shoot through more zeds or through zeds with higher resistances like the bloat and FP.
I suspect each of the 'Slinger guns will have a Penetration value higher than 0 (probably very low for the T1/T2 and pretty decent for the T4), and the skill will be a multiplier like the support passive.
