Why restricting rifleman roles?

Have you noticed on custom maps including those who are now in MCP there are far less rifleman roles available than on offical. I just wonder why mappers restrict them to lower number, I even remember having to pick one of four anti-tank roles (last one) on te-myshkovariver and there wasn't even a tank! On early rakowise peolpe were stuck in spectators because all the roles were taken.

I know for the most efficiency all important roles must be taken, but I doubt it's a good idea to force people play them.
Official maps have enough rifleman roles that whole team is able to take them.
