Why does the menu stress my GPU more than the game itself?

Thats the explanation:
When you render 40-80 frames ingame without the cap.
Then you render with maybe 1000 FPS in the menu since this is easier to render and there is no cap.

Its not the only game that has this, starcraft 2 grilled gfx cards because of that.

When I still had a bad PSU you could actually hear how this needs more energy than ingame. (The PSU made a humming sound when stressed)

If that truly is the issue, then the fix for the hitching should be easy right.

Cap the FPS in the menu to 60.

Cap your FPS in the options and this issue is gone.
Because then you have a 60 FPS cap there too

You mean V-sync?

Unless I notice visible tearing or shearing, I really do not wish to enable it. As it has some very noticable disadvantages, such input latency and in some cases performance loss.

No its called smooth fps in the menu and it will cap the fps at 62 it probably does other things like increasing and decreasing detail.
But mostly its an fps cap.

It works best with one threaded frame lag but this can give you a small mouse lag. (Nothing compared to VSync)

put your gpu fan to 100% using msi afterburner, I have and my 560ti never goes over 45c

It doesn't overheat and I don't actually care that the menu utilizes it so much, my problem is that the menu is utilizing the power of my GTX 570 more than the game itself. This lack of GPU utilization is probably the reason for the poor performance I get.

By the way, you don't need to do that. Go in to the fan tab and enable user defined software automatic fan control. That will automatically adjust the fan speed with the temp in a way that makes sense.
