Which mods are going to be shipped by disc?

Just Rising Storm is in talks to become an actual expansion. All others are simply community mods.
None, as far as I know. I'm pretty sure none of the mods that have any work done on them will be anywhere near done by the time ROHOS ships.
I would say that RO2 is likely to be heavily tied into Steam as are RO1 or Killing Floor. So you should be expecting fairly regular and sizeable updates to download automatically through steam.
These days if you want to play an up-to-date online shooter, broadband is simply a prerequisite in my opinion. I can see mods maybe being included on PC Gamer and eventually a Gold edition perhaps. But you are very unlikely to see them in their own stand alone published official expansion box any time soon really.

PC Gamer (US at least) still sends out discs with their magazine every once in a while, demos, trailers, and screenshots of recent games as well as mods every once in a while. They send them out on some weird 'eco' disc that is as floppy as paper.
I can play games, just downloading something at 400K/s and after ten minutes it gets stuck at 28K/s and stays that way for rest of time...
You should call your ISP and explain your situation, or ask for a discount for the lower speed
Worse comes to worse you can ask someone from the community to put it on a disk/usb stick for ya. It's not the same, but it will do the trick.
