Where is bloody change log for 1063 update?

What change log? If there was one, they'd post.
On the other hand, I want to know if anything has changed as now my custom server is broken with no spawns at all (http://forums.tripwireinteractive.com/showthread.php?t=102279) and i'm not the only one noticing a lot of stuff in the log.
