Follow the link Drax gave, then just take a look at TW-made maps (use Top viewport and look for orange shapes) to see where they should be used in an RO map.

When I place a antiportal in a Mnt. the brush is green and not orange?Also the brush builds away from the brush example: I put the anti portal is inside the mnt with no corners sticking out I rebuild and the antiportal is on top of the Mnt.? Is it posible not to put antiportals in your map if your getting 70 to 90 fps?

It doesn't only help the framerate of the clients but it also decreases server load, afaik. Objects behind one are not considered relevant so the server doesn't have to calculate that info for you.
So regardless of your framerate you should just place them where they make sense. The few extra frames you can squeeze out might not be important for you but those who struggle to run other maps might be drawn to yours if it runs significantly better. This was one of the reasons Koitos was so popular back in the mod days.

For that you would have to place a BSP inside the AP. Brushes occlude network relevant players, APs dont. :)

you need to be carefull with AP's i learned, you must only use them where they actually can hide alot of stuff, and only make them as large as they need to be. because AP's can have a rather heavy cost in performance, im working on a map on wich i deleted 80% of the AP's i initially placed, simply because they made the fps go lower compared to when i tested the map without any AP's

some people quote 16 APs to be the highest number you should have.
Also, as Sepp basically said, the bigger, the better.
