What does "Whitelisted" mean?

I have heard over the time i have spent on KF forums, that some maps are "whitelisted".
Now, not being all up with the lingo, could someone please shed a little bit of light on the subject?

If a map is whitelisted, it means you can level your perks on it. :)

If it's not whitelisted, no perk levelling for you. :(

The three easiest wasys to check if a map is whitelisted are as follows:

#1: Ask :D

#3: Use a sharpshooter weapon to get a headshot, or a commando weapon to kill a stalker, or heal a player with syringe/MP7. Check if headshot/stalker/healing counter has counted it.

I thought SS could level headshots with ANY weapon, not just his own? Cause I could swear Ive leveled up SS while using eg. Commando.
