Well, I say it's a damn fine car for a 19-year old like me :D. I've never been into cars that much, but it pleases all my needs and has never given any problem to me (although it needs a bit of maintenance since the third gear is jamming a bit once in a while). Perhaps Corsas in UK are different, but down here they are among the best hatchbacks available of average price.

Only if you don't have room for a normal sized car.

(mostly because you must use high-octane & can't fit more than 2 grocery bags in one and zero if you have a passenger)

Okay, I don't think dying in a fiery car crash is a "Smart" idea. Maybe if I was driving down some 2000 year old streets in Europe, but not good over here.

Smart cars are only smart in short distance, city driving. Mainly because of parking. It's too small. Crumple zones are virtually non-existent. In almost any accident it's basically a rolling death trap. Like the pic above, saving gas just isn't worth ^^that much.

BTW, the driver in that crash was cut in half. According to the story he was texting while driving.

Okay I have yet another question? Would a motorcycle be a good beginners vehicle? Some people say you have to drive a car for a few years to be safe on a motorcycle, is this true?

That is absolutely true. Since motorcycles are not nearly as safe as cars, you don't want to start out on the road on a bike. Learn the in's and out's of driving safely first in a car, then after a few years, if you still want a motorcycle, then apply for a motorcycle license.

And I drive a 1998 Jeep Cherokee Sport, the pic isn't my car, but its the same model and color, but mine has a blue light bar on top

Good roadcraft, perception on the road, and knowledge of the roads you will use will help immeasurably with riding a motorcycle - had I jumped straight on a bike without driving first I can think of 3-4 situations that could possibly have ended up with me being seriously injured or killed.
