Even better yet, nice job. I played it in Sandbox, searching for things I didn't like. Here is everything I could find:
1. The bright lights in the tunnel and the stairwell still have a bad flicker. And their brightness completely overpowers the street lamps, it doesn't look right to me. It's just a small fluorescent bulb, not a bright halogen? The color of the light is fine, though.
I like how you toned down the other lights. Though I must admit I'm not a huge fan of the flicker effect in general (except subtle ones on fluorescents), because it looks completely unrealistic (at least with this engine). If it was more sporadic, say on for five seconds, off for half a second (always varying) with matching model, it would feel more realistic and it would add to the atmosphere.
2. It seems to me that the fire (in the cars, in the house, etc.) is a little too bright. I think it should be bright, but I think it's a little too much. It's almost blinding.
3. The church should be dark; there are still light sources outside that "shine" in through the stained glass windows. Maybe you could put some lights inside instead? I don't know.
I also found a small area in the church where the roof doesn't meet up with the walls. I'm guessing that wasn't your doing, though.
That's all I found after running around the map for 5-10 minutes. I always liked nighttime maps. A rain effect would be pretty awesome.
