Agreed. A great way to help balance (and realistic) the gameplay is the more you carry, the slower you are. There is already a weight mutator out there that you can set the weight to something you want so the speed wont exactly get affected if all are let's say, 100? Im not sure what mutator this is though. I'll have a look in my KF and see if I can find it for you

Sorry im trying to understand more of what you want out of this. You want a mutator to stop the melee extra running speed and weight to be more affective on your movement speed?

Yep, simple as that.

You need to set the bSpeedMeUp (see weapon properties) to false, for each melee weapon.
Check the Benjamin's "Modifying Existing Weapons". For instance, for the knife:

class SKnife extends Knife;

defaultproperties
{
bSpeedMeUp=False
}
