Level Design Wall Textures Speckled with Random color

Wow that picture blurred out for some reason.

The texture format is set to RGBA8, is that what you were referring to? I don't have much experience with compressing textures, the DXT stuff could that be something I need to do? I've read the terms in here but never quite understood what's going on. Any other ideas?
