Links to websites charging cash for mutators is generally frowned upon, so links removed. There was a suggestion made for a VIP slot mutator in the appropriate forums, but nothing came to light.

It depends on the manner you wish to use VIP slots. If you are after reserved slots I'm sure there is a system out there already. If you are looking for pay for bonuses that is a breach of the EULA and server owners SHOULD NOT be doing this.

There's a mutator, called Server Ext(ensions). It's a big one with many features. One of these is a reserved slot feature. You don't need to install the whole thing. There's a readme which explains everything. It's white-listed.
