Code:
ucc server RO-Konigsplatz.rom?game=ROEngine.ROTeamGame?deathmessagemode=DM_All?FriendlyFireScale=1?FFPunishment=FFP_None?PreStartTime=60?RoundLimit=3?WinLimit=2?TimeLimit=0?FFKillLimit=3?FFDamageLimit=300?VACSecure=True?MinPlayers=0 -multihome=83.149.113.139 -ini=server.ini -log=ro_server.log
there were spaces where spaces should not be. i fixed it up for you a bit, this should work.

first of all. you still have spaces. do you not see the
deathmess agemode=DM_All
FF P_None
FFDamageLimit= 300
W inLimit=2
Tim eLimit

sescond VAC needs to be placed under game.gameinfo
remove it from first run

[Engine.GameInfo]
bVACSecured=True

if you enable that, you dont have to have it running in starup file.

make sure you have server.ini file in right place when you use -ini=server.ini tag.

why not just use defult RedOrchestra.ini? and not put in -ini=server.ini

Wasn't mentioned, sounds silly...but make sure you're running the batch file from inside the /system directory.
