PC (v1078) M_Wep_1stP_Masked_Master_PM Material Does not work after workshop upload

Summary: When using the M_Wep_1stP_Masked_Master_PM Material for a custom weapon, the weapon mesh appears with no textures after workshop upload
Description: When using the M_Wep_1stP_Masked_Master_PM Material for a custom weapon, the weapon mesh appears with no textures after workshop upload. It appears fine in the SDK, but when downloading the mod and using it, any mesh using that material will have the purple and white squares indicative of no textures.

I have a feeling this issue is related to the shader cache, and why custom materials also do not work when in a non-map item.

Reproduction Steps
1) Make a MIC using the M_Wep_1stP_Masked_Master_PM Material as a parent
2) Apply that MIC to a weapon mesh
3) Upload the mod to the workshop
4) Have someone else download the mod from the workshop
5) Have them run the mod in Killing Floor 2. The weapon will have no textures.
