Tactics Uses for Lockdown skill?

Does anyone use the Survivalist's "Lockdown" zed-time skill? I don't see the value in doubling incapacitation effects since zed time already slows them down. It's easy to get headshots, so it seems like they'd die before the incapacitation would take effect.

Is it useful for Fleshpounds or Scrakes? It seems like the timing would have to be good to take advantage of that, and the 3x attack speed of Madman would seem to be better in that scenario.
 
It can be handy for Crowd control via stuns/stumble/knockdowns/freezes. A Commando paired with this is really good.

"Various incap powers can be applied on ZED at the same time, however, when either Knockdown, Stun, Stumble or Freeze incap is IN-PROGRESS (threshold is reached and ZED playing specific animation), the other 3 of these incaps CANNOT appear and for the duration of given incap and ZED DOES NOT accept any incap powers towards these 3. For example, stunned ZED does not take any knockdown, stumble or freeze powers at all."

2 additional HS when a mobs of 30 is coming at you isn't going to make a difference.

If 30 mobs are coming at you in Zed Time, then 3 volleys from the HX25 Grenade Pistol would be preferable to one. Even if you only have non-explosive weapons, eliminating the 3 closest zeds would be preferable to only one, since the masses of zeds tend to be one-shot kills with HS.

What weapons do you find works best to cause incaps during zed time? It seems like it would only be helpful against SC & FP (since the others die very quickly), and the crossbow already applies incaps rather quickly.
