Updated versions of RO2 SDK/UDK?

I was wondering if Tripwire had any plans to upgrade the SDK to the latest version of UDK. There are a lot of features that just make life easier like Absolute Translation, better content browsing, and ClassGroup's.

In fact, many of these features were introduced in the November 2010 build, just a couple months after!

That would require them to port all of RO2 to a newer build of UE3, and that would be a gigantic feat on its own. I don't ever see this happening, and I doubt it would be cost effective as many parts of the game would have to be completely reworked, such as foliage and the UI.

With Rising Storm coming out, they do have an excuse to do it.

No, because Rising Storm is going to work interchangeably with RO2, and converting both games to a newer version of the engine would most likely delay the release of RS for another year or so.
