Unreal Wiki: Commandline switches?

I'm trying to setup the mod architecture for a total conversion. In the wiki it says that you have to input commandline switches, and it tells you to write a bunch of stuff. I'm not sure where the commandline actually is. Is it the steam shortcut I'm suppose to put this stuff in? I'm just so confused

you should start with the basic wikis about mod creation

There you also find guidelines that help to decide wether you really need a mod or if a new GameType or even a Mutator would do it (there are other options still )

Oh! I see now. I read through the setting up of the mutator stuff, and that link that you gave me. I always thought you edit the original source code, but you just extend it. I used to do HL2 mods, so this Unreal stuff is all new! I guess I'll start with a mutator since it's the easiest

When it says create a package, does that mean I just create a new folder? Also, I put my mutator package in the root directory of red orchestra, is that correct?

BAH! I got it now. A little confusing at first, but it becomes clear. It's kind of like Java in a way, but much better! DAMN YOU SUN MICROSYSTEMS!

I personally recommend you try starting with UDN's example mod package 'mymod' if you are not familar with the layout of a mod for the unreal engine.

To launch, just copy your desktop RO shortcut, and edit it.. add " -mod=MyMod" at the end of the command line.

the Sample mod doesn't do much.. but it does demostrate the structure of how mods work.
