I suggested this in another thread, but I think it deserves to be discussed on its own. Instead of making an entire "bootcamp" level to instruct new players (very labor/time intensive for the devs), how about having tutorial videos like Il-2 Sturmovik?

This would be especially suited for RO, since most often newbies don't have problems with buttons than with overall tactics. Case in point, tank combat. The tank controls are fairly straightforward, however very few players know how to properly use tanks for maximum effect. Some ingame videos showing how to properly use tanks, with an explanatory voiceover, will help keep new players from trying to charge Tigers headon in T-34/76s. Some example videos:

Tank Identification, showing different views of the vehicles ingame, explaining which side uses them and their effectiveness in combat.

Tank Engagement, detailing the concepts of angling a tank for shell deflection and hull-down, as well as why its better to flank a strong opponent rather than try to out-gun them.

Tank Vulnerabilities, showing the ammo, engine and tread hitpoints and effects (as well as any new ones ;) )

Videos could be extended to infantry combat, such as mg usage, calling artie, how to fight a tank on foot, etc.

Even if only 1 in 10 new players take the time to watch the videos, thats a significant portion that will have an idea of how to fight effectively before starting to play.
