What money does it cost? (Unless you mean your time = money :p).
As it would not be for private use obviously, you would have to pay licenses for the tools used (fraps, avid, DigAS, whatever) and for the music. Then, if you do voiceovers, you'd have to rent a studio if you don't wan't your video to come across as one of those cheap internet prank videos...

So, even if you have someone who would do all this for free (and producing/directing(editing videos on a professional level is not an easy thing, believe me), it would be quite pricey...

Can a demorec be synchronized with an mp3/audio track?

Guess you can connect sounds to triggers and scripts, so it should be somewhat possible... But I wouldn't want to script a tutorial demo! It seems to be like work...:D

I'm not suggesting anything that complicated.

Think the non-interactive demo "videos" of Pacific Fighters. In that bit, you see a demo running, and get text messages giving you information.

I'm suggesting either doing the exact same thing, or having the demo start synced with voice recorded instruction/information.

Stuff like "This is a tank. The top part with the gun is called the turret, the bottom is the hull" "This is a hull down position" (showing a tank going to hull down position) "notice that the hull isn't exposed to the enemy." "This is a target reticle, aim with the top tip of the middle triangle (or whatever it will be)"

etc.

Of course it would take time and money to make, but it seems like it would be less than trying to code an entire interactive tutorial level. Something similar to the old Krasnyi level preview that was shown back before it was released, the one that Wilsonam voiced over to describe the battlefield. Its just an alternative to the "boot camp" idea.

You'd have to script the different camera angles and so on, wich would be quite tedious... Also, I never ever watched the IL2 Tutorials as I find them not very thrilling or informative, as they don't show your key mappings IIRC...

Like the other guy said, if they could do something like the Krasnyi video with no budget and without undue time allocation, then a similar video for tanks should be just as feasible.

If Tripwire thinks this is feasable, but are too swamped (devs and testers) to actually do it, I volunteer to help.
