I guess they mean that they have sold 400.000 copies from 2006 until 2011 (due to the date of the article) but it is a big vague though.
because there is not only steam as an online-platform where it can be purchased and the space of time is not precise. As I said it just can be estimated in my opinion

Another guess: the dev (or publisher or both, don't know) should know this, shouldn't they? maybe it is a secret;)

Honestly doesn't matter. If a game has a dedicated playerbase, that's all you need. I don't need to have a million players active at one time to enjoy a game. I still play RO1 just fine with the 1000 or so active players.
