Steele- I do know the Internet was developed by the US DoD. It is my understanding, however, that it has since become a global thing over which the US DoD does not have a definite voice.
They do? Well, let them shut down the Internet. The Americans are crazy enough to do that, no need of convincing me; we go back 25 years. But once an idea is out there, you really have to go to great lengths to kill it. The US kill the Internet, Internet 2 - be it nationally- or internationally-developed - appears some time later. The idea persists.
I should think the US economy needs a stab in the back right now with the killing off of the internet and hence that's what the US senators are going to do. Right?
Naturally, the absurdity of the whole idea does not mean we should be any less vehement in not allowing this to happen- because why should we go back 25 years (that could be made up for in a few weeks/months/years)?
On the flip side of the whole issue, somewhere at the core of this idea there is a grain of truth. I know of websites which really put their backs into making all the pretence of looking like a legit site, while allowing illegal content to be uploaded. An IP issue arises? Fine, the website pulls the content down - sometimes even forbids any further uploads of same content to happen again. But the whole idea for that unnamed website (intentionally; and it's not a codeword for any of the giant websites, rather it's something you've probably not heard of, unless you're into a certain niche of the economy) was to provide a platform for sharing those illegal files. I imagine whoever came up with the idea for the bill might have been inspired by such cases of dishonesty and pushing the envelope of what was legally possible.
Oh, and that song referred to in the OP's video, the one that was taken down? Again, I have no way of knowing, but I suppose that the artists involved were bound by contractual terms- which the record company in question felt they violated by making the song (under their artist names?). Again, questionable, but as with many things connected with the law, you could argue for either side.'
