The brute had a purpose, noble goals about balancing the perks for more perk types to be used. This does not apply to the shiver thus he feels unnecessary IMO.
Or is it just that everyone thinks "He is teleporting, cool! I want him!" without a need? Some diversity in the gene pool is nice maybe?

Also it doesn't matter, Qshiver was designed to be extreme, just a wild idea I wanted to share for those who likes that kind of thing. And he would need a new name if someone was qrazy enough to implement him.
