Sure it is but it depends. If you have muscular legs and a good colour then it can look nice, if you're a completely pale guy and have super-thin legs you'll rather look like a drug-addict. Now before this gets downvoted - which will be the case anyhow - I don't shave my legs although I did it once, but I didn't really like it.
I don't know about shaving your legs clean, but I prefer to trim my legs with an electric shaver for a number of reasons.
1. My legs won't look like the legs of Sasquatch.
2. My legs won't feel like the prickly leg of a woman who hasn't shaved in a couple of days, whereas it will if you shave it with a normal razor. And personally I don't feel like shaving every couple of days.
3. The hair looks natural, but clean. It doesn't look like you've been shaving.
4. I only have to trim every couple of months.
I've never met a girl who likes really hairy legs. Beards, yes. But not hairy, untamed legs. On the other hand, there are girls who don't like clean shaven legs either. So I think it's safe to be in the middle.
