Code Texture upk server to client help

I'm in the process of making a new inventory item with a custom inventory texture. The texture works fine when I manually place the UPK file into my ...steamapps\common\killingfloor2\KFGame\BrewedPC folder.

When ran on a server, the texture comes up blank in the inventory. The upk downloads to the cache folder. If I take that file from the cache folder and place it into my BrewedPC folder and reconnect to my server, it works fine. Unsure if this is relevant but I had to make a dummy reference in the Mutator to the UPK or else it wouldn't download. I'm using the modifyplayer to give the weapon upon spawning.

If I leave the file in the cache folder, the texture comes up blank.

I'm piggy backing on the M79 weapon. So the texture is being referenced or else the M79 texture would show up. Any ideas?
