Texture or graphics glitch? Help!

I keep having this problem with RO, especially on Danzig. Whenever you go inside the buildings this problem happens a lot, also there seems to be a lot of black jagged textures even while outside. Does anybody know how to fix this?

I have tried numerous in-game settings trying to fix it, but the photo shows 1280x1024 32bit with pretty much everything except HDR bloom turned on or set on "normal."

My system is:
P4 3.0
1 gig ram
ATI Radeon X300
