SteamCmd error 404 - Can't update

I'm having a strange problem to host my server. I can't make SteamCmd update itself. Because of that I can't install the server.

When I click or start SteamCmd from "cmd" I receive this message :

ILocalize::AddFile() failed to load file "public/steambootstrapper_english.txt".

SteamUpdater: Error: Download failed: http error 400
[  0%] Download Complete.
[----] Verifying installation...
[  0%] Downloading Update...
[  0%] Checking for available update...
SteamUpdater: Error: Download failed: http error 400
[  0%] Download Complete.
SteamUpdater: Error: Steam needs to be online to update.  Please confirm your network connection and try again.
[  0%] !!! Fatal Error: Steam needs to be online to update.  Please confirm your network connection and try again.

I've read online for fixes, nothing work :

2. Control Panel -> Internet Properties -> Connections. Lan settings : Check "automatic configuration"
3. Control Panel -> Internet Properties -> Security : Lower security level
4. Firewall disabled

Get an updated version of the steamcmd application. The one the wiki linked is either old, or broken. Get the official one and use login anonymous, the rest is the same, goodluck!
